Yes. A scan is an image, and whiteout simply covers part of that image with a white block, so it works perfectly on scans.

Can I type over the whited-out area?

Yes — after covering the old content you can add new text on top in the font and size you choose.

Is the covered text still readable?

The area is covered by a solid block so it is not visible. For truly permanent removal of sensitive data, use the redact tool.
